Content is ready for deployment. The evaluation framework is in place before learners begin. Beta feedback is integrated as design data, not as a formality.

The program continues to work over time. Sustainment is planned from the outset — not retrofitted. Impact is measured at every level: learner reaction, knowledge acquisition, behavioural transfer, and organisational outcomes.
